Sean Duggan is Chief Executive at Centre for Mental Health, with a background in mental health and the criminal justice system. Sean joined the Centre as Director of the Criminal Justice Programme in 2006, and was Joint Chief Executive from 2009 until 2011.

Sean worked for the Department of Health leading on mental health in the criminal justice system where he established mental health provision for all prisons in England and advised on the need for liaison and diversion for offenders. Sean trained as a Registered Mental Health Nurse in Sussex, where he also became Director of Nursing for an NHS Trust.

Sean was Vice Chair of the National Advisory Group to the Health and Criminal Justice Programme Board, which was set up following the Bradley report in 2009 until its conclusion in 2011. He is a Professorial Fellow at the Institute of Mental Health and is a Trustee of Look Ahead Housing and Care. In 2013, Sean was awarded the President's Medal by the Royal College of Psychiatrists.
