This study looks at the work of Plymouth Primary Care Trust (PCT) and examines the impact of the new commissioning and provider arrangements on primary care health services, mental health services, other agencies, service users and carers in Plymouth.

The extent to which PCTs can deliver integrated mental health services effectively is debated. It examines whether mental health needs are best met by specialist mental health trusts or by organisations that provide for the health needs of the general population?
