Operational since September 2009, Halton has received YCAP (Youth Crime Action Plan) funding and they are in the process of implementing triage alongside YJLD. One Youth Offending Team (YOT) worker has been employed who reports to the YOT Early Intervention Team Operation Manager and carries out screening. They have also recruited a full-time equivalent CAMHS worker.
Some referrals come from the purpose built custody suite in Warrington for those who are remanded, but most people are referred via the 'green book system' which involves the police officer going to the young person's home and making decisions about charge.
The YJLD team used the Halton and Warrington YOT Diversion Assessment Tool in conjunction with SQIfA (mental health Screening Questionnaire interview for Adolescents) in order to screen for and assess the needs of vulnerable young people.
YJLD workers have been able to provide direct intervention to young people referred.
